Statement I is correct but Statement II is incorrect.
Current is rate of flow charges and source generate charges like cells, generator, etc. So, point in a circuit (or junction of the circuit) cannot act as source or sink of charge.
Therefore, the number of charges entering at the junction is equal to number of charges coming out of the junction. Thus, Kirchhoff's first law follows the law of conservation of charge.
